Ms. Joye Frost


Ms. Frost was appointed as the Director of the Office for Victims of Crime (OVC), U.S. Department of Justice, on June 14, 2013. During her previous tenure as OVC’s Acting Director and Principal Deputy Director, she launched the Vision 21: Transforming Victim Services initiative to expand the reach and impact of the victim assistance field. She’s partnered with the Department of Defense to strengthen support to military victims of sexual assault and was instrumental in the development of OVC’s Training and Technical Assistance Center that provides comprehensive training, technical assistance, and other support to assist the field in building its collective capacity to serve crime victims. Ms. Frost began her career as a Child Protective Services caseworker in South Texas and worked in the victim assistance, healthcare, and disability advocacy fields for more than 35 years in the United States and Europe. During this time she spent several years working at both the community and headquarters level for the Department of Army.
